Although DOGE department has officially issued a notification regarding joining DOGE from a volunteer POV, you can still send your interest if you want. What happens when you contact DOGE department for being a volunteer?
When you contact DOGE, there’s a high chance that you’ll one of the thousands of interested members and so it is highly probable that you might not fit within the top 1%. So, do not get disappointed if you are not selected. You are still a good citizen of USA and working towards betterment of the country.

I know your mission is to cut, but I do not want added fear to spark tension throughout the government. Is there any way to partner with outside agencies and universities to place the people in other employment instead of dismantling an entire or portion of a department?

I do not speak for DOGE department, but I am sure that the plan is to only dismantle departments that are not giving reasonable ROI. If tax dollars are just being wasted, there is no reason for it to continue forever. I think people who are hard-working and are not just getting money for nothing shall always be retained. However, the system will change for sure.
